   This structure was commissioned to shed light upon JMC's leadership role in the total war against a determined opponent. Achieving victory, JMC astounded the subjugated populace with the generosity and humanity of his actions, which were completely lacking in the desire for reparations or revenge that characteristically motivates victors of major wars.
   The centerpiece of his policy toward his devastated enemy was a new constitution which, for the first time, guaranteed a wide range of democratic processes and political institutions. In his memoirs, JMC described this constitution as “probably the single most important accomplishment of the occupation, for it brought to these people freedoms and privileges which they had never known." Despite his role as a much-decorated warrior, he wrote, "Could I have but a line a century hence crediting a contribution to the advance of peace, I would yield every honor which has been accorded by war.".
